Jessica Rabbit is dressed as a nurse, much like her cameo in the cartoon short, Tummy Trouble. She is holding a tray with one hand, has a stethoscope around her neck, and is wearing a nurses white skirt and hat.

New Nurse Jessica Rabbit Painting By William Silvers
A new painting by William Silvers has shown up depicting Jessica Rabbit in one of her more rare costumes - Nurse Jessica from the Tummy Trouble cartoon short. The art of William Silvers can be seen around various Disney Parks. They are normally a canvas giclée (pronounced zheeklay) and his original Jessica was selling for $295 (below). Any Nurse Jessica merchandise stopped production due to the Nurses Association complaint in 2004 when a Jessica pin was released to commemorate the day.

Exclusive Jessica Doll News
An "informant" attending the Comic-Con told me Tonner Dolls revealed plans on releasing a Jessica Rabbit Trunk Set. This set will come with the Jessica doll and various different outfits such as the Park Ranger outfit (however due to the complaints from the Nursing Association, Tonner will not be making the Nurse Jessica outfit). It should be revealed in the coming months.
Also, a Nurse Jessica statue by Electric Tiki was cancelled, and word is that anything Nurse related for Jessica will not be made in the future due to the Associations complaints.

Nurses Association vs. Jessica - costume - Big Figure and more
One major reason Jessica and Roger were out of the picture for such a long time (as in no more movies, merchandise, etc) was because the film is co-owned by Steven Spielberg's company, Amblin Entertainment. We'll never know the real story but Eisner and Spielberg were not fond of each other and all work was stopped on the Roger sequel. The contract called for any and all merchandise to be jointly agreed on by both companies. So it would take forever to get something produced or have Spielberg agree - so Disney just didn't bother with the characters, UNTIL Jessica made a big mark as a top selling pin icon!
It really all began with the Aloha from Jessica pin released in early 2003. From then she was everywhere as a pin Diva, with two pins coming out a month. The next year other merchandise had followed; shirts, mugs, statues, towels - and here we are today, finally with your very own official Jessica Rabbit Halloween costume. Not sure what to make of all this but I'm not going to look the gift horse in the mouth.
Getting to the Nurses Association - an unnamed author of www.nursingadvocacy.org wrote:

Harmony Kingdom and more pins!
There is some merchandise on the horizon. A new piece called Harmony Kingdom - selling for $125. Schedule to be released in WDW on April 14th (originally April 11th) is the Roger and Jessica Easter 2004 pin, and on May 5th is the Jessica Rabbit 2004 Nurses Day pin - looking much like the 2003 version but a little better.
